Section 31(1) in Uttarakhand River Valley (Development and Management) Act, 2005
(1)Notwithstanding in any other law and subject to any limitation imposed by parliament by law relating to mineral development, the Authority may impose a cess on mineral rights in the River Valley at such rates as may be prescribed.
