Section 12A(5) in The Saurashtra University Act, 1965
(5)It shall be the duty of the Pro-Vice-Chancellor to insure that this Act, the Statutes, Ordinances, Regulations and Rules are faithfully, observed in the area in his charge and he shall have all powers necessary for the purpose.
