Section 8(1) in The Kerala Administrative Tribunal (Procedure) Rules, 2010
(1)Every application shall be accompanied by,a paper-book containing,-(i)an attested true copy of the order against which the application has been filed;(ii)copies of the documents relied upon by the applicant and referred to in the application;(iii)an index of the documents.
