Section 9(1) in The Meghalaya Air (Prevention and Control of Pollution) Rules, 1988
(1)Except with the permission of the presiding officer, no business which is not entered in the agenda or of which notice has not been given by a member under sub-rule (5) of Rule 5 shall be transferred at any meeting.
