Section 9(1) in Bihar State Public Health Engineering Department Research Cadre Rules, 2016
(1)Promotion from non-gazetted to non-gazetted posts shall be considered by the Departmental Promotion Committee constituted under the chairmanship of the Principal Secretary/Secretary Public Health Engineering Department.
