28. Calling of Meetings.
(1)The Council shall ordinarily meet for the transaction of business in the months of February and September in each year; but the President may, wherever he thinks fit, and shall, upon a written requisition of not less than seven members and on a date not later than 15 days after the receipt of such requisition, call an extraordinary meeting.(2)The exact date, hour and place of such meeting shall be decided by the President.
