Section 3(5) in The Rules for Payment Of Grant-in-Aid to Non-Government Educational, Cultural & Physical Education Institutions, 1963
(5)The institution shall, satisfy the requirements laid down under Appendix I regarding to constitution of the management or Governing Body. Among other things, the constitution of the said body shall ensure its secular character by specially laying down that not more than 2/3rd of its members shall belong to any particular caste or creed. Any change in the personnel of the Governing or Managing Body shall be reported early to the Department.
