Section 249(b) in U.P. Building And Other Construction Workers (Regulation Of Employment And Conditions Of Service) Rules, 2009
(b)Every building worker, when he is required to work in water or in wet concrete or in other similar work at a building or other construction work shall be provided with suitable water-proof boots by the employer.
