9. Presiding officer.
(1)Every meeting of the Council shall be presided over by the President, or if he is absent, by the Vice-President, or if both the President and the Vice-President are absent, by a Chairman to be elected by the members present from among themselves.(2)All references in this 'part to the President shall be read as referring to the person, for the tune being, presiding over a meeting.
