SHRI MULLAPPALLY RAMACHANDRAN (VADAKARA): Madam Speaker, thank you very much for giving me this opportunity. With your kind permission, I would like to draw the attention of this august House to a most atrocious act against two young dalit women hailing from Kuttimakkool of Tellichery which is a part of my Parliamentary Constituency.

          *are daughters of one  *, who is a local dalit leader.  They reside in an area which is the stronghold and party village of CPM. … (Interruptions)

          Tellichery and surrounding areas are notorious for political violence and political murders.  Hon. Union Home Minister, Shri Rajnath Singh ji, is sitting here.  He had an occasion to visit that area.  He had, on the spot, assessed the volatile situation prevailing over there.… (Interruptions)

          The family of * was being harassed time and again by activists of CPI(M).  When this became unbearable, the young ladies sought to lodge their complaints with the CPM local leadership.  In response, the CPM leaders had attacked their house and their father. … (Interruptions)

… (Interruptions)… * SHRI MULLAPPALLY RAMACHANDRAN : They then lodged a complaint with the local police.… (Interruptions)  They were called to the police station presumably to record their statements on their complaint. … (Interruptions)  But shockingly, on reaching the police station, the poor girls were arrested and put in custody on fictitious charges of non-bailable offences.  One of them had, in her arms, her one and a half years old baby girl. … (Interruptions)

          These hapless girls had to spend the whole night in Kannur Sub-Jail for no fault of theirs. … (Interruptions)  Totally shocked over the incident, the younger of these girls, *, attempted to take her own life and was admitted to Tellichery Hospital in a very critical condition. … (Interruptions)

          The Chief Minister of Kerala is hailing from that area. … (Interruptions)  Instead of protecting these girls, he had tried to justify such a despicable act on the part of the police and his own Party workers. … (Interruptions)

          The National Human Rights Commission, the National Commission for SC, ST and the National Women’s Commission are seized of the matter. … (Interruptions) Hon. MPs Mr. K.C. Venugopal, Mr. Anto Antony, Mr. M.I. Shanavas and Mr. M.K. Raghavan and a lot of other MPs have visited that place.  The situation is so volatile.  This family is living under the shadow of fear and panic. … (Interruptions) 

          The Union Government should intervene in the matter and alert the State Government so that the situation can be brought back to normal and the poor family can be saved from panic and fear. … (Interruptions)
