(3)The Registrar shall be responsible for the due custody of the records and the common seal of the University. He shall be ex-officio Secretary to the Academic Council and shall be bound to place before it all such information as may be necessary for the transaction of business. He shall receive applications for entrance to the University, and shall keep a permanent record of all courses, curriculum and other information as deemed necessary.
