Section 42(1) in The Goa, Daman and Diu Buildings (Lease, Rent and Eviction) Control Act, 1968
(1)The Controller may, after giving due notice to the parties and after giving them a reasonable opportunity of being heard-(a)transfer any proceeding pending before him for disposal to any Additional Controller; or(b)withdraw any proceedings pending before any Additional Controller and dispose it of himself or transfer the proceeding for disposal to any other Additional Controller.
