Section 289(11) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(11)Candidates shall be eligible to appear before the Preliminary Selection Board provided they(a)are recommended by their Commanding Officer;(b)have served for at least 12 months in a sea-going ship;(c)have passed the Provisional Swimming Test (P.P.T.); and(d)are medically fit for promotion to commissioned rank.
