Facts:
1. Shri Santosh Kumar Kappu submitted RTI application dated 15 June 2010 before the CPIO, Library and Documentation Division, IGNOU, New Delhi to request for information pertaining to information relating to him on the IGNOU website with reference to "Admission/Registration Details for July 2009 section. He also sought information regarding not displaying the correct information even though he had submitted earlier applications in this regard.
2. Vide CPIO order of 29 June 2010, information was provided to the appellant regarding action taken to inform the Program Coordinator and also the Data Processing Assistant. Appellant was also provided with a copy of the remarks of the Data Processing Asstistant in response to their reference.
3. Appellant preferred appeal dated 24 July 2010 before the first appellate authority. Matter was decided vide FAA order dated 6 January 2012 through a speaking order.
4. Appellant preferred second appeal before the Commission.
5. Matter was heard today. Both parties as above were present in person and made submissions. Appellant was aggrieved at the fact that information pertaining to the fees paid by him and the face to face courses for which he was registered for his Masters Program in Labour and Development was not reflected on the website which had caused detriment to Appeal: No. CIC/DS/A/2011/000857 his interests. Respondent stated that that details of the course semesters completed by the appellant was reflected on another page on the same website and submitted a copy of the same before the Commission.

Respondent has downloaded from the website, today itself during the hearing, a copy of the Course Registration Details at Headquarters for Enrolment in respect of the appellant and it is found that the course registration Details in respect of the second semester are missing. Also it is not evident from this page whether the student is pursuing a facetoface programme or a distance learning program. Furthermore most importantly, the column relating to fee amount paid is blank. It is the plea of the appellant that without this information he is unable to apply for scholarships/funding from private organisations. Respondent is directed to take immediate action to update this information in respect of all students of the University. Action to be completed within four weeks of receipt of the order. The statement of the respondent is placed on record that it is the practice of IGNOU to remove the names of the students who have already passed out. However Commission observes that the name of the appellant who has since passed out continues to appear on the website but the information reflected about him is incomplete.
