(4)Save and except the powers exercised under Sections 86 and 181 of the Act, the Commission may, by a general or special order in writing, delegate to any Member or Officers of the Commission such of its powers and functions under the Act, as it may deem necessary, subject to such terms and conditions, if any, as may be stated in such order.
