(2)A certificate referred to in sub-rule (1) shall cease to have effect whenever the person named in it ceases for any reason to be a member, and on his ceasing to be a member such certificate shall be forthwith surrendered by him to an officer empowered by the District Commandant or District Organizer, as the case may be, to receive it.
