Section 83 in The Jammu and Kashmir Panchayati Raj Rules, 1996
83. Formation of Committees.
(1)Halqa Panchayat shall constitute committees comprising a Panch and professional departmental officers to advise, guide in regard to matters specified by the Panchayat.(2)A Panch may be a member of more than one committee.
