Section 2(a) in Kerala Industrial Single Window Clearance Boards & Industrial Township Area Development Act, 1999
(a)"Authority" means any Department of Government or Government agencies or Grama Panchayat or Municipality which are required to issue clearances or licenses or certificates or permits for setting up an industrial undertaking in the State;
