Section 9(4) in The Special Rules for the Mulit-storeyed and Public Buildings, 1974
(4)There shall be a minimum space of 85 cm. between the backs of any two rows of seats and a minimum of 35 cm, between the back of an)' seat and the front of the seat immediately behind it as measured between plumb lines.
