Section 23(4)(b) in The Central Advisory Committee For Lighthouses (Procedural) Rules, 1976

(b)Daily allowance. - (1) A non-official member shall be entitled to daily allowance at the highest rate applicable to Central Government employees of the First Grade. The daily allowance shall be calculated in the same manner as applicable to Central Government employees, the entire absence in their cases being reckoned from and to their ordinary place of residence.
