Materials collected on the road side shall ordinarily be check measured after the whole collection on a well defined stretch of the road is completed to avoid any opportunity for fraud. In the event of collection being incomplete and the materials collected being required urgently for the road, further the collection shall be suspended and the materials so tar collected shall be check measured and ordered to be spread. After the spreading Is completed and check measured and the balance of materials at site recorded and check measured further collection may be proceeded with.
