Section 28 in The Indian Port Health Rules, 1955

28.

(1)No ship shall bring to any Indian port other than a port specified by the Central Government under rule 18 any person who has been in a yellow fever infected area within six days of embarkation unless such a person is vaccinated against yellow fever. In addition, no ship which has started from, or touched at, any port in a yellow fever infected area within 30 days of its arrival in India, shall bring to any Indian port other than a port specified by the Central Government under rule 18 any person, even though he may not have been in a yellow fever infected area, unless such a person is vaccinated against yellow fever.
(2)The proof of vaccination against yellow fever shall consist in the possession of a certificate in the form laid down in Appendix 2 to these Rules.
(3)If any ship brings to India any person not vaccinated against yellow fever in contravention of sub-rule (1), then, without prejudice to any other proceedings that may be taken against the master of the ship, the Health Officer may, in his discretion, apply the measures prescribed in clause (v) of rule 31.
