(4)A register or book with plans attached shall be maintained by the Chairman showing all public streets within the municipal area including, in particular, those in respect of which a building-line or street alignment has been determined by regulation, and such register shall maintain such particulars as the Board of Councilors may determine and shall be open to inspection by any person upon payment of such fee as may, from time to time, be fixed by the Board of Councilors.
