10. Meetings of the Council.
(1)The Council shall meet at least once in each year at such time and place may be appointed by the Council.(2)Five members of the Council shall form a quorum and all acts of the Council shall be decided by the majority of the members present and voting. In the case of an equality of votes, the person presiding shall have a casting vote.
