Section 57(1) in Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works Rules, 1996
(1)Separate acknowledgement shall be taken at the time of making payment and will be attached to the voucher concerned, except in the case of disbursement of pay of staff and allowances to members where payees receipts can be taken on the bill itself or the acquittance bill. Where the payment is made to an illiterate person, the acknowledgement must be got attested by one or more witnesses.
