4. Vacancies.
(1)Promotions shall be effected only against vacancies against sanctioned posts.(2)Posts shall be reserved for employees belonging to the Scheduled Castes and the Scheduled Tribes and ex-emergency or Short Commissioned Officers in accordance with the orders issued by the Central Government form time to time.
