Notwithstanding anything contained in these rules, the election of the members specified in sub-section (2) of Section 8 of the Act, shall be held in the office of the notified Mandal Parishad at a special meeting of the members of the Distributory Committee specified in sub-section (3) of Section 5 thereof. The Election Officer shall be the Collector or any Gazetted Officer of the Government authorised by the District Election Authority.
