Section 71(1) in Rules of Procedure and Conduct of Business in the Orissa Legislative Assembly
(1)On the day which any motion referred to in Rule 70 is made or on any subsequent date to which discussion thereof is postponed, the principle of the Bill and its provision, may be discussed generally, but the details of the Bill shall not be discussed further than is necessary to explain its principles.
