Section 82(3)(iv) in The M.P. Bhumi Vikas Rules, 1984

(iv)Number of staircases. - For all other buildings excepting single and multi-family dwellings below 15 metres in height, there shall be a minimum of two stairways and one of them shall be an enclosed stairway and the other shall be on the external wall of building and shall open directly to the exterior, interior open space or to any open place of safety.
