(3)On the last day, after the expiry of the hour fixed for receipt of Nomination papers, the Returning Officer shall cause to be affixed in some conspicuous place in his office a consolidated notice in Form 5 of all the nomination papers delivered to him within the time furnishing the date, time and place fixed for the scrutiny of nominations.
