Section 5(1) in The Orissa Estates Abolition Rules, 1952
(1)In determining the ground-rent payable by an Intermediary under Sub-section (1) of Section 6 for homesteads left in his possession, the Collector shall have regard to the average rent payable by occupancy raiyats as rent in respect of homesteads of a similar description and with similar advantages in the vicinity or, where no such homestead exists, to the average rent payable by occupancy raiyats in respect of any other lands of a similar description and with similar advantages in the vicinity.
