Section 42A(3) in The Himachal Pradesh Town and Country Planning Act, 1977
(3)In the absence of the Chairman, the Vice-Chairman shall preside over the meetings of the Town & Country Development Authority constituted under this section and shall, in relation thereto, exercise such powers and performs such functions as the Chairman may assign to him.
