Section 14 in The Orissa State Electricity (Supply) Rules, 1962
14. Quorum.
- The quorum for a meeting of the Council shall be five. All questions arising for decision shall be decided by a majority of votes and the names of persons voting for and against a motion shall be recorded in the minute book. The Chairman and in his absence a Chairman elected for conducting a meeting of the Council shall be entitled to vote, and in the event of equality of votes, he shall have the casting or second vote,
