Section 323(1) in The Maharashtra Municipal Councils, Nagar Panchayats And Industrial Townships Act, 1965
(1)The State Government may make model bye-laws on all or any of the matters in respect of which a Council is empowered to make bye-laws and publish them in Official Gazette, for the guidance of the Councils.
