Section 23 in The West Bengal Livestock Improvement Act, 1954
23. No offence to be cognized except on complaint of Director, Collector or Livestock Officer.
- No Magistrate or Court shall take cognizance of any offence under this Act except upon a complaint made in writing by the Director or the Collector or the Livestock Officer.
