Section 5(1) in The Punjab Livestock and Birds Diseases Act, 1948
(1)The [State] Government may either by name or designation appoint any person holding the office of veterinary Assistant and Veterinary Assistant Surgeon, or any graduate of the recognised veterinary college whom they think fit to be Veterinary Surgeon for the purposes of this Act, and may define the area within which he shall exercise the powers and perform the duties of a Veterinary Surgeon under this Act.
