Section 78(a) in The Port Of New Mangalore Rules, 1976
(a)during all such time as any vessel is receiving fuel into her bunkers, the master or first mate of such vessel is present on board and he shall see that the provisions of these rules are complied with and that all reasonable precautions for safety are observed;
