Section 2(1)(vi) in The Delhi Electricity Regulatory Commission (Levy and Collection of Fee and Charges by State Load Despatch centre) Regulations, 2007

(vi)"Long Term Open Access Customers" means the persons availing or intending to avail of the open access to Intra-State transmission system for a period of more than five (5) years;
