Section 71(1) in The Rules of Procedure and Conduct of Business in Rajasthan Legislative Assembly, 1959
(1)If notice of an amendment to a clause or schedule of the Bill has not been given one day before the day on which the Bill is to be considered, any member may object to the moving of the amendment, and such objection shall prevail, unless the Speaker allows the amendment to be moved:Provided that in the case of a Government Bill, an amendment of which notice has been received from the member in charge, shall not lapse by reason of the fact that the member in charge has ceased to be a Minister or a member and such amendment shall be printed in the name of new member in charge of the Bill.
