Section 21(1) in The Mizoram Aided College Employees Rules, 1990
(1)(a)No college fund(s) shall be spent for any items, other than those relating to the management and functioning of the college and except for the purpose or purposes, as the case may be, for which it has been granted.(b)No expenditure of college fund shall deviate from the annual plan without the prior sanction of the Governing Body.
