The procedure laid down in Rules 4 to 10 shall be applicable if a general election is held either by efflux of time or for any other reason to even a single Grama Panchayat. Such rules shall not, however, be applicable to bye-elections held to fill up casual vacancies in any office either due to death, resignation or otherwise.
