(1)The Board may establish and maintain within the Municipality, maternity Houses and Child Welfare Centers or may with the previous sanction of the State government contribute annual or other sum to any institutions doing maternity and child welfare works which are situated within the Municipality or outside the Municipality but are or may ordinarily used by the inhabitants of the Municipality.
