(a)No licensed vendor shall allow any person to conduct sales in his licensed premises or to carry any opium on his behalf unless the name of such person shall have been previously submitted to the Deputy Commissioner, the Sub-divisional Officer or to the Superintendent of Excise for approval and endorsed by him on the licence.
