(3)Welded or brazed cylinder, before repairing, shall be thoroughly cleaned and gas-freed or otherwise prepared for safely carrying out hot work and certified in writing, by an employed person of the company having experience in the relevant field, to have been so prepared and the certificate shall be preserved for a period of three months and produced to the Chief Controller on demand.
