(1)On the appearance of signs indicating that a well is blowing out, the manager of the mine shall ensure that all persons other than those whose presence is deemed necessary for controlling blowout are immediately withdrawn from the installation and suitable action is taken in accordance with the procedures formulated in the emergency plan prepared under regulation 102.
