Section 23 in Rules of Procedure and Conduct of Business in Lok Sabha
23. Messages from President.
- The Speaker shall, on receiving a message from the President for the House under clause (2) of article 86 of the Constitution, read such message to the House and give necessary directions in regard to the procedure that shall be followed for the consideration of matters referred to in the message. In giving these directions, the Speaker shall be empowered to suspend or vary the rules to such extent as may be necessary.
