1. We have heard Shri D.K.Trivedi learned counsel for the petitioner. At present, we are not passing any detailed order as we feel that a copy of this petition be served upon the learned Additional Solicitor General and he may be given an opportunity before we proceed to pass any further orders in this matter.
2. The facts of this case require serious consideration of the matter both at the level of the Head of the Department as well as by this Court.
