Section 89(a) in The Orissa Grama Panchayats Election Rules, 1965
(a)The Collector of a district may publish a list of persons, appearing to him either on his own information or on information received from any other source that by evidence of general repute, such persons are in the habit of encouraging litigation in the Grama and may from time to time alter or amend such list.
