(1)The Board of Councilors may, after previous publication, [in accordance with, and subject to, the provisions of sub-section (2)] [Inserted by the West Bengal Act 13 of 1995, w.e.f. 5.9.1995.] make regulations not inconsistent with the provisions of this Act or the rules made thereunder for discharging its functions under this Act.
