(a)No foreign liquor shall be removed without a proper transport pass.(b)Every application for a transport pass for removal of the foreign liquor shall be made in writing to the Commissioner of Excise through the Superintendent of Excise concerned.(c)If the Commissioner of Excise is satisfied that the applicant is entitled under these rules to remove foreign liquor, he shall issue the permit.
